Changbin Hai Long Offshore Wind Farm Monitoring System

The Hai Long Offshore Wind Power Project is located 45 to 70 kilometers off the coast of Changhua, comprising Hai Long 2 (2A and 2B) and Hai Long 3 wind farms, with a total installed capacity of 1,022 MW. Scheduled to achieve grid connection between 2025 and 2026, Hai Long will become Taiwan’s largest single offshore wind farm, supplying electricity to over millions of households and supporting Taiwan’s progress toward its 2050 offshore wind capacity target of 40 to 55 GW.

Following the successful completion of the Ørsted, CIP, and Zhong Neng offshore wind projects, ICP continues to advance toward the next milestone, the Hai Long Offshore Wind Project. Partnering once again with TECO Electric & Machinery Co., to jointly deliver the mission-critical systems for the Hai Long Offshore Wind Project.

The project scope includes the establishment of the Onshore Substation (OnSS) SCADA monitoring system, low-voltage RTU (Remote Terminal Unit) system, RCP protection relay system, cybersecurity infrastructure, CCTV and access control systems, SPS (50+2) protection system, and control circuit design for Gas-Insulated Switchgear (GIS) Local Control Cabinets (LCCs). ICP is also responsible for the integration and design of Bay Control Units (BCUs) and Point-on-Wave (POW) switching devices.

Given the broad and complex scope of offshore wind farm development, each stage of implementation requires precise coordination and technical excellence. Throughout the planning process, ICP not only emphasizes superior engineering performance but also places strong focus on quality assurance and information security, adhering to ISO 9001 and ISO 27001 standards, with cybersecurity established as a fundamental requirement.

From the project’s early stages, ICP collaborated with cybersecurity consultants to enhance system architecture in compliance with IEC 62443 design standards and specifications. This comprehensive approach ensures that all future projects are executed under rigorous, standardized procedures — guaranteeing system efficiency, high performance, and robust information security across every layer of operation.
