Taipower Doulit Huke Substation

Substation systems often operate with equipment from multiple vendors, which can lead to incompatibility issues in technical specifications and cause difficulties in operation and management. To address this, ICP team implemented IEC 61850 communication technology to achieve systematic integration of the substation’s information systems. For Taipower’s Douliu Huke Substation, ICP established an intelligent dispatch center that integrates generation unit data with a renewable energy forecasting system, enabling smarter and more efficient substation management.

During the process of assisting Taipower in advancing the smart transformation of the Douliu Huke Substation, ICP team encountered several technical and management challenges. The first challenge was the complexity of integrating heterogeneous equipment. The substation utilized devices from various manufacturers, each with differing communication protocols and data formats, which made system integration highly challenging. To resolve this, ICP implemented the IEC 61850 standard and carried out extensive customized configuration and adjustments to ensure smooth interoperability and coordinated operation among all equipment within the substation. The second challenge was the implementation of system digitalization. Transforming traditional operational workflows into an intelligent management system required a complete redesign of the data architecture, dispatch logic, and user interface. ICP team had to gradually implement and test new system functions while ensuring that existing operations remained unaffected, maintaining both system stability and data accuracy throughout the transition. Another challenge involved bridging the gap between user habits and adopting a new system. Taipower’s on-site operators were accustomed to traditional workflows, and their adaptation to the new system varied. To address this, ICP invested extensive efforts in training programs and interface optimization, helping users adapt smoothly and enhance operational efficiency. In addition, cybersecurity was a challenge that could not be overlooked. The intelligent dispatch center handles a vast amount of real-time data and remote-control operations, requiring ICP to implement multi-layered security mechanisms, including encrypted communication, access control, and anomaly detection, to ensure system integrity and protection. By overcoming these challenges, ICP demonstrated its integration capability and technical depth in the smart grid domain, establishing a solid foundation for Taipower’s digital transformation and intelligent energy management.
